State Vocational Rehabilitation Agency Employment Networks (VREN)

State Vocational Rehabilitation (VR) agencies have been serving Social Security disability beneficiaries under the traditional VR Cost Reimbursement (CR) program since 1981. Recognizing VR's long history of serving beneficiaries, the Ticket legislation gave State VR agencies the choice, on a case-by-case basis, of serving beneficiaries under the CR program or functioning as an Employment Network (EN) and seeking compensation under the Ticket to Work Program.

In an effort to reduce the administrative burden, the Social Security Administration's Office of Research, Demonstration and Employment Support (ORDES) approved the State Vocational Rehabilitation Agency Employment Networks Ongoing Support and eProcess Agreement. State VR agencies wishing to function as Vocational Rehabilitation Employment Networks (VREN) had to sign this agreement which went into effect on September 1, 2013.

State VR agencies signing this agreement were required to elect one of two service delivery models to use when serving beneficiaries under the Ticket Program. The two models are:

  1. Phase 1 Milestone only: VREN agrees to facilitate the handoff for ongoing support and unassign the Ticket after receipt of Phase 1 milestones.
  2. Ongoing Supports: VREN agrees to offer and provide appropriate ongoing employment support services after job placement or partner with another service provider (EN or non-EN) for the provision of ongoing employment support services. When partnering with another service provider, the VREN is agreeing to handle the administrative tasks associated with the Ticket Program and share payments received under the Ticket Program with the partner based on a written agreement. Nothing prohibits the partnering agencies from also functioning as free-standing ENs and working with beneficiaries that the State VR agency served under the CR program or serving beneficiaries who have never worked with the VR agency.
